Here are counts I get (which my not be significant) but the filenames do have meaning...

4197 curusers           - existing folders in the /u0/user directory
2949 newuserlist.txt    - the combined lists CP-W and not Watson ( with duplicates removed)
2012 newuserlist-d.txt  - in the newuser list and also exists in /u0/users
 937 newuserlist-u.txt  - in the new userlist NOT in /u0/users

newuserlist.txt - Chris P_W's and non-Watson list combined

newuserlist-d.txt d for duplicated: These will not get made
newuserlist-u.TXtxt   u for new            :  Will have new folders made

I will then get a list of all the folders that exist in /u0/users after the run and compare that to
newuserlist.txt - Chris P_ and non-Watson list combined,

You want what is on my system and not in the  newuserlist.txt, those should be deletes, Yes??

We agreed it is not wise to run this till the delete ends, is that still correct?
